East Timor Government approves Decree Law on the Basic Law for Land Use

The Council of Ministers met this Wednesday, April 20th, 2016, at the Government Palace in Dili, and approved:
1. Decree Law on the Basic Law for Land Use
The Constitution establishes the fundamental objective for land-use policy as the promotion of harmonious and integrated development of the sectors and regions, and fair division of the National Product. The Decree Law on the Basic Law for Land Use provides for the existence of two major types of instruments of regional planning: those of national scope and those of municipal scope. Its approval allows to the Government to define the guiding principles and objectives of the Administration, to identify various public interests with territorial dimensions, to use regional planning instruments as a means of Public Administration intervention, as well as to define the typology and the objectives such instruments have to follow.

The security situation in Timor-Leste has been generally calm.
Earlier today in Dili, UNPol attended three incidents, including an incident where a group of 10 to 15 people were reported to be throwing rocks at shops in the Audian area. UNPol discovered that the incident was due to a dispute over land ownership, and took the complainants to the Bureau of Land Representation.

The Council of Ministers approved the terms of a Deed to transfer to the Holy See the surface rights on the plot of land for the construction of the Apostolic Nunciature in Dili, decided at the meeting of the Council of Ministers of April 28th, 2015. This diploma transfers land surface rights to the Holy See, on the land adjacent to the Church of Motael, in Díli, and revokes the Government Resolution allocating the land to the nuntiature.

Land and Property Fiscal Database Project Approved by East Timor Council of Ministers
From East Timor Law and Justice Bulletin 21 September 2016 Source: Government of East Timor Press Release 13 September 2016 DILI Council of Ministers meeting of September 13th , 2016 - The Council of Ministers met on Tuesday at the Government Palace in Dili, and was updated on the status of the National Registry System project, managed by the GMN-H/ARM-APPRIZE consortium and under the authority of the Minister of State, Coordinator of State Administration Affairs and Justice and Minister of State Administration, in coordination with the Secretary of State for Land and Property.
The project, initiated in 2014, includes the survey and cadastral mapping of the territory, the establishment of a computerised database of registration and the creation of a system of property valuation for tax purposes, with the aim of supporting the implementation of a set of clear and fair rules in regulating the mechanisms of property ownership and transfer.
